Your e-liquids are characterised by the presence of nicotine in various concentrations. Nicotine is an acutely toxic substance (by all three routes: inhalation, dermal, oral) and toxic to aquatic life with long-lasting effects. Because such products are sold to the general public — and are banned in some countries — they are more regulatory challenging than many other product types.
